Duke Shepard - Former Executive at Oregon Bureau of Labor

A Portland, Oregon-based freelance consultant with a background in politics and economic development, Duke Shepard previously worked full-time as a deputy commissioner with the Oregon Bureau of Labor and Industries. He spent four years in this role, overseeing all administrative, legislative, fiscal, policy, and operational activities. Among other projects, Duke Shepard developed and implemented a three-year strategic plan to upgrade the bureau's culture and services and led its shift to remote work during the pandemic. Duke Shepard previously spent four years as a deputy director at the Center for Evidence-Based Policy at Oregon Health & Science University. There, he supported more than 30 state Medicaid programs nationwide while navigating various concerns in policy, budgets, and evidence. He managed a team of more than 30 professionals, including physicians, researchers, and clinical epidemiologists. Duke Shepard possesses additional experience as a policy advisor to Oregon Governor Jon A. Kitzhaber and a political and legislative director with Oregon AFL-CIO. He is also a former small business policy manager with the Portland Business Alliance/Chamber of Commerce, and he served as the campaign director for DeFazio for Congress and Raise the Minimum Wage Coalition. He holds a bachelor of arts in political science from the University of Oregon and is a former member of the board of directors of Mt. Hood Community College.
